Colorado Needs A Statewide Solution

E-bikes have been a game-changer for riders of all ages and abilities. But safety is a growing concern, as more people ride e-bikes and new devices show up that look like e-bikes but aren’t. To be clear, the real culprit is usually electric motorcycles, or “e-motos,” which can resemble e-bikes but are meaningfully different. A statewide solution is needed, and with over 30 years of experience, Bicycle Colorado is well positioned to lead it.

Here’s what we’re doing:

Laws & Policies

Push the Attorney General to enforce HB25-1197, the 2025 law Bicycle Colorado helped pass that bans marketing e-motorcycles and mopeds as e-bikes.
Pass a new law in 2027 that targets illegal e-motorcycle and e-moped use, holds parents accountable when they knowingly let their kids ride illegally, and expands rider education.
Help local governments adopt e-bike and e-motorcycle ordinances that protect legal e-bike access while promoting safety.

Education

Launch new e-bike safety courses.
Partner with local organizations, like schools, to build demand for these courses.

Public Awareness

Create public awareness messaging.
Partner with government agencies, schools, law enforcement, hospitals, and advocacy groups to spread the message.

Bicycle Colorado is a 501(c)3 tax-exempt organization and your membership is tax-deductible within the guidelines of U.S. law. To claim a deduction on your U.S. taxes, please keep your email receipt as your official record. We’ll send it to you upon successful completion of your donation.
